Rules have been updated. Empty Rules have been updated.

I talked it over with El3ment, and I want to let you all know the rules have been updated and changed.

You'll notice at the bottom it will say that the rules are subject to change without notice, which means we don't have to tell you when they change, but I'm sure we'll try to.
Just letting you all know. You should take a look. There's a lot that's been changed.
